An SEO retainer scope is the written list of work for the month. The list is not a ranking promise. When the month closes, the board asks which URL is finished, not which position was purchased. Position depends on the answer on the page and on the other pages in the market. It is not written into the contract.
Work that is on the list
Maintenance of a row on the intent map. An index decision: stay, merge, or remove. Anchors between service pages. Four lines from Search Console. Filling a thin page with an answer. The technical fix that stops crawl being spent off the enquiry URL. Each item is done or still open. Both states show in the report.
Work that is not on the list
Page one in thirty days, an invented link pack, fake reviews, a second article every week on the same keyword. Those are not scope. Content that is in scope fills an empty row on the map. No empty row, no publication. Speed does not become an excuse to ignore independence.
GEO sits on the same list
The citable paragraph, the author, the FAQ and llms.txt are not another agency slide. They are a row on the same monthly list. A separate budget produces two stories on one page. HED Creative ties that row to one owner, in Berlin and in Ankara.
Queue and board
If a job is not finished, the reason is written: no access, copy waiting on you, or no decision. If there is no reason, the delay is ours. The board sees the queue. It does not see a promise chart. The monthly rhythm sits in the same meeting as the four-line Search Console reading.
The proposal names the work that should finish this month and the decision still waiting. A position target does not enter the contract. The reason an item stayed open stands in the report.
You ask for the written monthly list in the SEO agency proposal. How the queue is kept: retainer queue.
