Account ownership is written before anyone opens the campaign screen. The Google Ads account sits with the company legal entity. The billing profile names the company. Admin is a mailbox on the company domain, not one employee’s private inbox. The agency is a user on that account, not the owner.
An MCC link is not ownership
The agency manager account is linked, and the link can be removed. If the company has its own MCC, the agency is a user there. If the account was born inside the agency MCC, leaving is not a single unlink. Do not assume the full history will move. That sentence belongs in the contract on day one.
Billing is two lines
The Google invoice is media spend and it is issued to the company. The management fee is the partner’s invoice. It is not folded into media. The name on the payments profile matches the legal entity in the contract. If the agency card pays Google, the account is tied to the agency in practice.
Two admins, one holiday
At least two people at the company hold admin. The account does not lock because one person is away. Two-step verification sits on the company mailbox. A support request to Google is opened by the owner. An agency personal address is not the only key.
Exit is part of the scope
Who is admin, who is billed, and what access the agency holds: HED Creative writes that into the scope in Berlin or Ankara. The account stays owned by the company. On exit, campaigns, conversions and audiences remain in the account. The handover list is not invented on the last Friday.
Write ownership into the brief on the Google Ads agency page. The exit list: agency handover.
